USEBIO 1.0 was first specified in the 1990s by Chris Stableford, who used it for his own scoring program Fin-S. It was then taken up by the English Bridge Union when their Pay To Play initiative launched in April 2010, and has since been introduced by several other organisations around the world. In 2013 the USEBIO 1.1 specification was announced, deprecating USEBIO 1.0.
